Shouldn't do any damage but make sure the engine coolant temp stays up to 190 or so. How long do you plan to run at low RPM?

temp at 1000 rpm is 180 would like to always cruise around 1000 to 1200 rpm with an end of day short blast around 1800 to 2000 rpm the low rpm seems to suit my hull speed 9to 10 knots the boat engines seem happy at the lower rpm plus much better fuel consumption thanks dave sea rose

Sorry temp steady at 190c at 1000 to 1200 RPM i think with my hull speed im possibly over engined with my c12s if i pick up the RPM i can treble my fuel consuption create a massive stern wave for only an extra 2 knots at 1100 RPM 9.2knots no vibration engines and boat feel smooth i would be happy to cruise at 1100 RPM if causing no damage to engines my engines and boat 2007 model

Sounds like you're definitely overpowered.  Whats happening is your props are not designed to handle the rpm's of the current engines or you have prop damage which is causing the cavitation/vibration at higher rpm's.  Sounds like a prop or gear ratio change is in order.
