When trying to shut down the engine the revs. go down but just before it comes to a final stop the engine speed picks up again. The only way I can shut it down is by using the hydro-mechanical shut off. What is or can be the reason for this and how can it be solved? Thanks

Without additional information it is hard to comment but here is a possibility.
It sound like you have an ETS (energize to shutdown) system
This type of system uses an electric shutoff solenoid that energizes to shutdown the engine. The solenoid is controlled by a timer module.
It sounds like the timer is not holding the shutdown solenoid on long enough.
Hope this helps

sounds indeed to a faulty setting of the timer.
or the lenght of the stopping mechanism of the solenoid isnt correctly adjusted.
