CAT 3412 engine overspeed. ECM Problem?? Please Help.

My 3412 generator set engine, it is overspeed on start, even when it's set to high idle and the engine overspeed protection is fail to shutdown the engine.
We have change all possible part such as speed sensor, Rack BTM, PWM and personality module but the overspeed is still occur.
At last we change our ECM with a new ECM from the local dealer.
In programming the new ECM ,they were entering factory password, FLS, FTS and Engine S/N, starting the engine , engine was still overspeed.
Using other ECM from another CAT engine ECM (different engine serial number), its running well and behaves normally.
In addition, there was no voltage at pin 22-23 during sweep test when using the new ECM
Is there any suggestion for me to do to solve the problem?
