It's usually a code block or subroutine that will monitor each units run hours and will automatcially (if enabled) rearrange unit priorities to balance the engine hours to within a desired number.
Depending on who provided the switchgear and setup the system it may be a fairly simple or complex calculation. In about half of the installations where I see some form of it available it is usually disabled, most operations staff don't like the control system telling them how to manage their engines. I have worked in a couple of peaking plants and on a marine shipboard propulsion and house system that the operators liked it and used it regularly
Hope that helps,
Mike L.

Were you by any chance involved in any of the CAT powered Coast Guard Ice Breakers with 3600 engines? I did some of the startup work on a few of them and always wondered how they did long term.
Thanks,
Mike L.
