Does anyone know of a good resource that states what tax incentives (i.e. $.0X per kW/h) are available when commissioning a methane-to-energy project. I'm looking for a state-by-state guide but would also be interested to know if there is any international information on this out on the web.

The Dsireusa link posted above is definitely the best state-by-state resource there is. Don't forget, though, that lots of incentives were just renewed/passed at the Federal Level too. Combined Heat and Power, as an example, received a 10% tax credit - Fuel Cells get up to 30%.
